Hanoi approves the conversion of nearly 40 hectares of land for a new urban area development
The land area being reclassified is land currently managed and used by the enterprise according to the Land Use Right Certificate issued by the Department of Natural Resources and Environment (before the restructuring) since 2016. The land was previously located within the boundaries of Kim Chung, Hai Boi, and Kim No communes of the former Dong Anh district, and is now part of Vinh Thanh commune.
The project is being implemented under an Investment Certificate initially issued by the Hanoi People's Committee on April 2, 2007, amended for the first time in 2014, and most recently approved by Decision No. 1166/QD-UBND dated March 16, 2026, regarding the adjustment of the investment policy.
According to the decision, the majority of the land area, approximately 12.59 hectares, will be used for housing development. Of this, 2.35 hectares are allocated for 31 terraced house plots; 3.72 hectares for 20 villa plots; 4 hectares for the construction of two mixed-use buildings, HH1 and HH2, combining residential, commercial, and service functions; and 2.48 hectares for two apartment buildings, CT1 and CT2.
For residential land, the State allocates land with payment of land use fees. The land use term for the investor is 50 years from the date of signing the decision, while homebuyers have the right to stable and long-term land use.

The land currently occupied by the Trade Exchange Center is expected to be transformed into the Hateco Dong Anh new urban area.
A significant portion of the land is allocated to public spaces and infrastructure. Specifically, 3 hectares are designated for green areas and internal transportation directly serving the project. In addition, 17.9 hectares are used for non-commercial public purposes, including nearly 9.6 hectares of urban-level green space and water bodies; over 2.6 hectares of other green space; over 5.5 hectares of transportation land; and land for the construction of a cultural center and infrastructure. This land was allocated by the State free of charge.
According to a decision by the Hanoi People's Committee, businesses are responsible for completing procedures to determine land prices, pay land use fees, land lease fees, and other financial obligations as prescribed. The investor must also contribute an amount equivalent to the land value to the city's budget to support the construction of social housing.
In addition, businesses must fully comply with environmental procedures, obtain construction permits, and invest in a comprehensive system of technical infrastructure, green spaces, transportation, and public facilities. Upon completion, these public facilities will be handed over to the local government for management.
Regarding the 2.37 hectares related to the Viet Thang canal and the connecting road to EMS, the investor must coordinate with Hanoi Water Resources Development Investment Company Limited to agree on a construction plan, ensuring that it does not affect irrigation and drainage activities in the area.
After fulfilling the obligations as stipulated in the decision, the investor will carry out the procedures for registering land use changes and issuing certificates of land use rights and house ownership to buyers in accordance with regulations.
