Nearly 40 hectares of land in Vinh Thanh converted for the development of Hateco Dong Anh New Urban Area

Vice Chairman of the Hanoi People's Committee Nguyen Xuan Luu has just signed Decision No. 2466/QD-UBND allowing Dong Anh Trading and Service Joint Stock Company to change the land use purpose of 396,292 m² (39.6 ha) of land in Vinh Thanh commune to implement the Hateco Dong Anh New Urban Area construction project.

The project site's location and boundaries are defined according to the Land Use Planning Map (QH-04) of the revised overall detailed planning scheme at a scale of 1/500 for the Goods Exchange Center and the park, green space, and regulating lake area in Vinh Thanh commune.

The project covers nearly 40 hectares, of which residential land occupies approximately 125,912.7 m². According to the plan, the urban area will develop diverse housing types including townhouses, villas, apartments, and mixed-use complexes combining commercial and service facilities. Specifically, approximately 23,563.2 m² of land is allocated for the construction of townhouses in plots LK1 - LK31. The land area for villa construction is approximately 37,274.6 m² across 20 plots from BT1 - BT20, many of which are designed with underground basements.

Additionally, the project allocates over 40,190 m² of land for the construction of mixed-use apartment buildings combining residential, commercial, and service spaces in plots HH1 and HH2. Approximately 24,884 m² of other land is designated for the development of mixed-use apartment buildings combining offices, commercial spaces, and services in plots CT1 and CT2. These components are all planned with integrated underground parking systems to serve parking needs and provide technical infrastructure.

In addition to residential units, the project also allocates over 22,216 m² of land for commercial and service purposes, including office buildings, hotels, and shopping centers in plots DVĐT1 and TM. Approximately 846.9 m² of land is reserved for the construction of medical facilities to serve residents within the urban area.

The project also allocates a significant amount of land for social infrastructure and public spaces. According to the plan, approximately 32,982 m² of land is designated for the development of an education and training system, including a kindergarten and a multi-level school from primary to high school. In addition, approximately 4,704.7 m² of land is used for community parking.

Green spaces, water bodies, and public areas also account for a significant proportion of the overall project. Of this, over 179,483 m² of land is designated as public land not intended for commercial purposes, including parks, urban water bodies, cultural centers, internal transportation, and technical infrastructure. The area of public green spaces and water bodies at the urban level alone amounts to over 96,378 m².

According to a decision by the Hanoi People's Committee, for the basement area used for parking and technical infrastructure, the investor will lease the land on an annual payment basis for a period of 50 years from the date of signing the decision. Regarding the green space, traffic, and public facilities, after the completion of construction, the enterprise is responsible for coordinating with the local authorities to carry out the handover and management in accordance with regulations.

The Hanoi People's Committee requires Dong Anh Trading and Service Joint Stock Company to take full responsibility for the accuracy and legality of all documents, records, and data related to the project; and to coordinate with relevant departments and agencies to complete procedures regarding land, finance, construction, and investment in accordance with the law.

The city also requires the investor to implement the project in accordance with the approved detailed plan, ensuring compliance with environmental standards, fire safety regulations, and urban infrastructure; to manage and use the land for the intended purpose and within the assigned boundaries; and not to transfer the project to another entity without the approval of the competent authority.
