Hanoi approves the investment policy for Hateco Dong Anh TOD urban area

On March 16, 2026, the Hanoi People's Committee issued Decision No. 1166/QD-UBND approving the adjustment of the investment policy for the Hateco Dong Anh New Urban Area Project (commercial name: The InterCentral) of Hateco Group Joint Stock Company in Vinh Thanh commune (formerly Dong Anh district), following the TOD (Transit Oriented Development) model - an urban area integrated with a public transportation system, in line with Hanoi's long-term urban development planning orientation for the next 100 years.

Located within the Ring Road 3 area, The InterCentral project offers quick access to the planned stations of Metro Lines 4 and 6, according to Hanoi's urban railway plan. Spanning over 42 hectares and with a total investment exceeding 25,000 billion VND, the project, upon completion, will accommodate the living and working needs of over 18,000 residents. The project is expected to create new momentum for the real estate market in the northern part of Hanoi, amidst the accelerated development of strategic transportation infrastructure.

Overall perspective of The InterCentral urban area.

A shift in urban planning thinking.

In recent years, the Hanoi real estate market has witnessed a strong shift towards new growth poles, with the area north of the Red River still considered a "land with great potential" but which has not been exploited to its full potential.

The InterCentral urban development project contributes to realizing the TOD (Transit-Oriented Development) urban model: developing optimally dense spaces linked to vital public transportation arteries. The project is planned according to the "compact city" model – where living, working, and infrastructure spaces are organized synchronously, aiming for a modern lifestyle that saves time and urban resources.

Located in planning zone IV.8.1 with a land area of over 42 hectares, The InterCentral urban development project is considered strategically significant for urban development centered around major public transport hubs, limiting private vehicle use, and minimizing emissions.

According to the recently approved investment plan, the project will feature towers ranging from 45 to 60 stories high, expected to create a new architectural landscape for Hanoi's northern gateway. The investor commits to allocating over 7.2 hectares for water features and nearly 4 hectares for green spaces and internal parks, accounting for a significant proportion of the total project area. This is considered a highlight of the sustainable development orientation, balancing compact urban development with quality of life.

The InterCentral project is located at the intersection of Vo Van Kiet and Hoang Sa streets, offering convenient transportation connections according to the TOD (Transit-Oriented Development) model.

The "DNA" of the TOD model

According to the master plan, the project is located within the connection zone of two strategic metro lines of the capital, Metro Line 4 and Metro Line 6, creating access to large-scale public transportation. Thanks to this advantage, The InterCentral is considered to have the potential to become a "Super Hub," a convergence point of urban traffic flows, while creating a vibrant development space for commerce, services, and a modern residential community.

In fact, in many major cities such as Tokyo, London, and Singapore, TOD (Transit-Oriented Development) areas often become new centers of urban development, where real estate values, commercial activities, and urban life are all strongly boosted.

Built on a comprehensive infrastructure, the project is planned as a "mini-city" with 10 high-end apartment buildings, 2 twin towers of Grade A office complex, an international hotel, commercial townhouses, a gated villa community, and a comprehensive education and healthcare system, aiming to create a modern, civilized, and sustainable living community.

Besides the real estate sector, Hateco Group is also known as the investor of projects in logistics, industrial park infrastructure, and seaport investment such as: Bac Tien Phong Industrial Park (DEEP C), Hateco Hai Phong International Container Port (HHIT), Long Bien ICD Inland Port... On March 16, 2026, the Hateco Group – AMP Terminals joint venture (a member of AP Moller-Maersk Group - Denmark) was selected as the investor for the Lien Chieu container port mega-project in Da Nang with a total investment of approximately VND 45,268 billion.

The recently approved The InterCentral urban development project is expected to contribute to changing the face of the area and affirm Hateco Group's position as a sustainable and professional real estate developer.
